The reference to "crop duster aircraft" is interesting given that such aircraft (low-flying, slow, less metal in the airframe) are notoriously good at evading air defenses designed to intercept higher-performing more "advanced" aircraft.
From the maps attached, it does not appear that much progress is being made in the invasion from last year to this year.

There isn't much news form the actual war down in Ukraine. The Russian troop concentrations, indicating the ambition of a summer offensive – towards Sumy, and in the Donbass – hasn't been going anywhere so far. The Russian terror bombardment of Ukranian civilians in towns and cities continues, and is quite ambitious. The Ukranians are asking for more AA, more airpower etc.

What's new is the clips of Putin talking about the war, and new themes, or at least somewhat new takes on the old themes, are creeping in. Putin does not doubt that it will all come right in the end, since "the west" is fundamentally unviable, and will collapse and die, allowing Russia to win by default – it's just that now there is a tone of exasperation, how it's taking to long to achieve this inevitable end, since things like the EU, and NATO, and showing signs of life and agency they should not, not even be able to, according to Putin's "reverse Fukuyama theory" civilizational history. (It was kinda faulty in the original, and it is bat-poop insane in Putin's inversion of it.)

And there are the financial indicators not looking good for Russia, or rather now starting to look so bad, no amount of spin or outright lying by the Russia state can quite deflect them anymore. Which has meant suddenly Putin is talking about reduced Russian military spending, as if that was possible without risking some things starting to break inside Russia.

Too little actually new, too little change, too much obscurity and interpretation...

News are the usual, Russia will run out of missiles by April, its economy will collapse by July and ruble not worth a cent.

US halts some missile shipments to Ukraine over low stockpiles, sources say​

July 1 (Reuters) - The Pentagon has halted some shipments of air defense missiles and other precision munitions to Ukraine over concerns that U.S. stockpiles are too low, two people familiar with the decision said on Tuesday. The Pentagon's slowing of some weapons shipments promised to Kyiv under former President Joe Biden's administration occurred in recent days, the people said. The Pentagon did not immediately respond to a request for comment. Among the weapons that are being delayed are air defense interceptors that would help knock down inbound Russian drones and missiles and other munitions, the people said.

Russia, which already controls about a fifth of Ukraine, continues to advance gradually, gaining ground in recent weeks in Ukraine's southeastern regions of Donetsk and Dnipropetrovsk, and ramping up air attacks nationwide.

All weapons aid was briefly paused in February with a second longer pause in March. The Trump administration resumed sending the last of the aid approved under Biden.
No new policy has been announced. Politico reported the pause on Tuesday afternoon.

The next best thing, according the theory, is only to engage in warfare when fully prepared and assured of victory beforehand, that did not happen either, as anyone can clearly see after three years.

No - Putin's Russia finds itself on one of the lowest steps of Sun Tzu's "cascade" of warfare, which are obviously also the least desirable.

There is no instance of a nation benefitting from prolonged warfare.

I'm sure these things are adequately explained to Putin during his frequent visits to China :)

Regarding the PISM article.

While no doubt Russia wants to obtain access to frozen funds and sell to the west without paying grey middle-men high mark ups,
I suspect the Polish Institute of International Affairs is, like many, deluding itself as the importance of western goods to Russia.
 

Kyiv hit by barrage of drone strikes as Putin rejects Trump's truce bid​

A pall of acrid smoke hung over Kyiv on Friday morning following a night of intensive Russian strikes that hit almost every district of the capital, according to Ukrainian authorities.

The hours of darkness were once again punctuated by the staccato of air defence guns, buzz of drones and large explosions. Ukraine said Russia fired a record 550 drones and 11 missiles during a long night of bombardment.

The strikes came hours after a phone call between US President Donald Trump and Russian President Vladimir Putin, after which Trump said he was "disappointed" that Putin was not ready to end the war against Ukraine.

A woman was killed in Russia following Ukrainian drone attacks, officials said.

The acting governor of Russia's southern Rostov region said she was killed in a strike on a village not far from the Ukrainian border.

Russia's overnight air strikes broke another record, Ukraine's air force said, with 72 of the 550 drones penetrating air defences - up from a previous record of 537 launched last Saturday night.

Air raid alerts sounded for more than eight hours as several waves of attacks struck Kyiv, the "main target of the strikes", the air force said on the messaging app Telegram.

Ukrainian President Volodymyr Zelensky condemned one of the most "demonstratively significant and cynical" attacks of the war, describing a "harsh, sleepless night".

Noting that it came directly after Putin's call with Trump, Zelensky added in a post on Telegram: "Russia once again demonstrates that it does not intend to end the war".

He called on international allies - particularly the US - to increase pressure on Moscow and impose greater sanctions.

Footage shared on social media by Ukraine's state emergency service showed firefighters battling to extinguish fires in Kyiv after Russia's large-scale overnight attack.

At least 23 people were wounded in the attacks on Kyiv, according to Ukrainian authorities, with railway infrastructure damaged and schools, buildings and cars set ablaze across the capital. Poland's foreign minister, Radosław Sikorski, said the Polish embassy had also been damaged.

The Russian strikes also hit the regions of Sumy, Kharkiv, and Chernihiv.

Friday's attacks were the latest in a string of major Russian air strikes on Ukraine that have intensified in recent weeks as ceasefire talks have largely stalled.

War in Ukraine has been raging for more than three years since Russia launched its full-scale invasion in February 2022.

Following his conversation with Putin on Thursday, Trump said that "no progress" to end the fighting had been made.

"I'm very disappointed with the conversation I had today with President Putin, because I don't think he's there, and I'm very disappointed," Trump said.

"I'm just saying I don't think he's looking to stop, and that's too bad."

The Kremlin reiterated that it would continue to seek to remove "the root causes of the war in Ukraine". Putin has sought to return Ukraine to Russia's sphere of influence and said last week that "the whole of Ukraine is ours".

Responding to Trump's comments on Friday, Putin's spokesman Dmitry Peskov told the BBC that as long as it was not possible to secure Russia's aims through political-diplomatic means, "we are continuing our Special Military Operation" - Russia's preferred name for the invasion.

Meanwhile, President Zelensky said that he hoped to speak to Trump about the supply of US weapons after a decision in Washington to halt some shipments of critical weapons to Ukraine, including those used for air defences.

Kyiv has warned that the move would impede its ability to defend Ukraine against escalating airstrikes and Russian advances on the frontlines.

Speaking to reporters, Trump said "we're giving weapons" and "we haven't" completely paused the flow of weapons. He blamed former President Joe Biden for "emptying out our whole country giving them weapons, and we have to make sure that we have enough for ourselves".

The comment, to the EU’s Kaja Kallas, would confirm what many in Brussels believe to be Beijing’s position but jar with China’s public utterances. The foreign ministry regularly says China is “not a party” to the war. Some EU officials involved were surprised by the frankness of Wang’s remarks.

A deputy commander of the Russian navy who had previously led one of the military’s most notorious brigades has been killed near the frontline with Ukraine, Moscow has confirmed.
An explosion on Thursday also killed Manolis Pilavov, a former mayor of the Russian-occupied Ukrainian city of Luhansk, Russian authorities said. Pilavov ran the city’s administration for nine years after it was separated from Ukraine in 2014 and was wanted by Kyiv for violating the integrity of the country.

Damn, it looks like Russia is indeed a puppet/proxy of China and lacks "sovereignty", the word so loved by the Russian propaganda to signify that it's something that Russia has, unlike most of European countries and its neighbors. Add to this another collapsed narrative that "Ukraine is America's puppet", the work of Russian propagandists becomes tough indeed.
 
Russian use of chemical weapons against Ukraine 'widespread', Dutch defence minister says

Dutch and German intelligence agencies have gathered evidence of widespread Russian use of banned chemical weapons in Ukraine, including dropping a choking agent from drones to drive soldiers out of trenches so they can be shot, they said on Friday.

Dutch Defence Minister Ruben Brekelmans called for tougher sanctions against Moscow.

"The main conclusion is that we can confirm Russia is intensifying its use of chemical weapons," he told Reuters.

"This intensification is concerning because it is part of a trend we have been observing for several years now, where Russia's use of chemical weapons in this war is becoming more normalized, standardized, and widespread."

Germany's BND foreign intelligence agency confirmed the findings, saying in a statement that it had obtained the evidence alongside its Dutch counterparts. Reuters was first to report on the intelligence.

The head of the Dutch Military Intelligence Agency (MIVD), Peter Reesink, said the conclusions followed "our own independent intelligence, so we have observed it ourselves based on our own investigations."

Reuters has not been able to independently verify the use of banned chemical substances by either side in the Ukraine war.

The United States first accused Russia of using chloropicrin, a chemical compound more toxic than riot control agents and first used by Germany during World War One, in May last year.

Ukraine alleges thousands of instances of Russian chemical weapons use.

Russia's defence ministry did not immediately respond to a request to comment for this article. Russia has denied using illegal munitions and it has accused Ukraine of doing so.

Maria Zakharova, spokeswoman for the Russian foreign ministry, said on Wednesday that the Federal Security Service discovered a Ukrainian cache of explosive devices in the east of the country containing chloropicrin.

Ukraine has consistently denied such accusations.

The Organisation for the Prohibition of Chemical Weapons (OPCW), a disarmament agency in The Hague with 193 member states, said last year that initial accusations levelled by both countries at each other were "insufficiently substantiated".

It has not been asked to conduct a full investigation, which must be initiated by member states.

At least three Ukrainian deaths have been tied to chemical weapons use, Brekelmans said, while more than 2,500 people injured on the battlefield reported chemical weapons-related symptoms to Ukrainian health authorities.

Increased use of chemical weapons by Russia poses a threat not only to Ukraine but to other countries, Brekelmans added.

"We must further increase the pressure. This means looking at more sanctions and specifically not allowing them (Russia) to participate in international bodies like the Executive Council of the OPCW," he said.

Reesink spoke of "thousands of instances" of chemical weapons use, while also citing a Ukrainian figure of 9,000.

Rotating two-year seats on the OPCW council will be up for negotiation in the coming months.

The intelligence findings were presented in a letter to the Dutch parliament on Friday.

LARGE-SCALE PROGRAM

Russia is a member of the OPCW and, like the United States, has destroyed its declared chemical weapons stockpiles.

Increased sanctions could happen in conjunction with the European Commission, which has proposed listing 15 additional new entities and individuals to its sanctions framework, including for suspected use of chemical weapons in Ukraine.

The Dutch military and general intelligence agencies, working with foreign partners, say they have uncovered concrete evidence of intensified Russian chemical weapons production.

This includes heightened research capabilities and the recruitment of scientists for chemical weapons development, Reesink said. He added that Russian officials have given instructions to soldiers on the use of poisonous warfare agents.

"This isn't just some ad-hoc tinkering at the frontline; it is truly part of a large-scale program. And that is, of course, also concerning because if we don't clarify and publicize what Russia is doing, it's highly likely these trends will continue," Reesink said.

He called the use of chemical weapons by Russian armed forces "almost standing operating procedure."
"We specifically linked the use of chloropicrin to improvised munitions, such as filled light bulbs and empty bottles that are hung from a drone. When it comes to teargas, we see that they are also misusing and converting existing munitions to act as the carrier for the gas," he said.

Chloropicrin is listed as a banned choking agent by OPCW, which was created to implement and monitor compliance with the 1997 Chemical Weapons Convention (CWC).

It can cause severe irritation to the skin, eyes, and respiratory tract. If ingested, it can cause burns in the mouth and stomach, nausea and vomiting, as well as difficulty breathing or shortness of breath.

Russia trying to get concessions from Ukraine with the help of Trump and through drone terrorist attacks on citities since it is unable to make any gain in the battlefield.

Ukraine is developing and building cheap interceptor drones which are effective against Russian Shahed copies, though which will massively build with the financial help of several Europeans countries, so logically Putin is trying to exploit the current window for his terror purposes and making the most damage possible. I am highly doubtful it will work beyond murdering some civilians.
