Yes. There is too much confusion about what multiculturalism means. Some people use it to describe a state of society, for others (me included) it is an ideology that drives the policy.

It is very unlikely that muslims declare an independant state in Southern France.
It's even more unlikely that any country recognizes the state.
It's yet more unlikely that it won't be promptly conquered by the French army and the same goes for the new Basque state.

I like the idea of a Basque independet country but I think that they had exceded the limits by far of an hipotetic Basque country.
If we consider the Kingdom of Navarre as a "Proto-Basque" state, its limits became the maximum about 1035. They have expanded the limits by far.
