The individual US states should respond by legislating that their residents and
businesses must pay federal taxes due, not to the federal government, but to the states.

The states could then pass on what was left, after deductions for medicaid
and other stopped programs, to the federal government.

The number of programs affected and the exact amount of funding at stake is unclear, because the memo from the Office of Management and Budget (OMB) was rife with carveouts subjecting the freeze to what is “permissible under applicable law” and allowing for exemptions on a “case-by-case basis.”

I guess Trump wants everyone to beg for an exemption so he can pick and choose. :king:

The Trump administration insisted Tuesday afternoon that programs such as Social Security, Medicare, Medicaid, the Supplemental Nutrition Assistance Program (SNAP), Section 8 rental assistance, and Pell grants would not be impacted.

However, Democratic lawmakers from Connecticut, Florida, Illinois and Hawaii claimed that their state’s online Medicaid portals were down after the memo was issued.

Meanwhile, the attorneys general of six Democrat-led states — California, Illinois, Massachusetts, New Jersey, New York and Rhode Island — announced they were suing to challenge the hold.

How long before Trump complains Medicaid being down is malicious compliance by The Deep State?

That'd be amazing.

That they can be bought off so rhetorically cheaply says more about what he's arguing against that what he claims he's for.

I think it's much more likely he wants to draw litigation and then have SCOTUS basically rule that Article 1 of the Constitution is an unconstitutional restriction on the President's power to control the federl budget unilaterally (okay, not literally that, but something like that).
