I have a suspicion what's taking place here and it has to do with an assumption made somewhere that units always have 100 max hp (whatever is invalidating the ability to attack needs to instead look for what the unit actually has left!) I can't address it this weekend but I'm happy to look for it next weekend.
The "National Standard of Measurement" does not show up in the Sevopedia.
The Great Wall does not stop barbarians attacking your units outside your cultural borders. It just stops barbarians entering your cultural borders.

There should only be one as each replaces the lesser. There is one action with a number of possible outcomes only one of which should be valid in any city.

If you build the Stone tools (salt gatherer!) or Quarry - Natron does not appear as a resource in your city. If you build a Classical Age fort it does appear.
