This is a bug in v1.11. As Spanish, I settled Pamplona as capital, later I conquered Cordoba, turns later, a palace suddenly appeared in it, and my former palace didn't disappear either. So that Spanish empire now has 2 palaces, well, very powerful.

Note the Argentinean Mombasa, and a Brazilian city in west Africa. As for the Columbian cities, though, you are correct that it doesn't qualify.

Playing as japan in the most recent SVN(my people probably hate me. ive used the wipe about 50 times. only reason i control korea. they got wiped into Samurai. i also see why the Japanese UP is so powerful.)

Im doing my own business exploring( sendng 2 of my 5 galleys to explore, seeing as the sudden need to transport a large army into Korea has been removed and my current needs are covered by the 3. Manira i tend to forgot i have though.

So in 1069, i make contact with someone i did not expect. even with collapses off due to the process of redesigning stability, they should have died anyways.
