this is one of the weird mysteries of RFC DoC, someone had the idea, that it is because judaism was once auto-founded in Jerusalem, but that would be... weird.

You mean culture flip ? I usually get my own units when I culture flip something, and the previous owner keeps its units.
My bet is that when Rome collapsed the city passed directly under Phoenician control, and in that case IIRC you do get the city along with whatever units used to be in it. It was still quite a shock, Phoenician legions are quite a rare sight.

Congresses start after the 1rst civ discovers Nationalism. So it's generally America which leads to a first congress in the mid 19th century. In your case, since you're researching refrigeration in 1620 I assume you got to nationalism a long time ago. And BTW, your Greece is really big, I'm surprised your stability hasn't gone down too much.
My Greece of that size (slightly less, maybe) collapsed into my capital of Babylon right before the spawn of the Seljuks, after which point I was slaughtered mercilessly.

I thought I would post some pics of a particularly strange game...
As you can see France has creative cities and Vikings are all over the place. Plus Poland is just bizarre.
I don't recall the Polish-Turk civilization.
There are so many things wrong here. Atrocious cities. Korean vassal taking over Japan. WTH is up with Shenyang

Again sudden China collapse and Tibet is becoming an empire.
I am reminded why I love this game.
