My problem is, France and Spain especially don't like to OB until around 150 years after my spawn. So I either have to gift them expensive techs or stay on the British Isles.

France will usually OB. Spain won't. Think of Spain as the person driving the gas-guzzling SUV in front of you.
Just cut them off (DoW) and drop off your kids on the Maghreb as they honk their horn at you in vain.
This is of course, assuming the Moors are dead.

If they're at war with the Moors or Arabs, declare war on one of them, then open borders with Spain, taking refuge in their coastal cities.

A waste of Hammers aside, you may want to invest into a Trireme escort or two.
I've done it without Triremes though; however, I coordinated a dropoff of mercs onto the French mainland to take barb Rome,
and gave shelter to my ships after they dropped off a Settler & Longbow onto Maghreb.

Gifting 10 gold upon meeting either Spain or France will make them OB. But you have to do it on the turn you meet them, because the +trade bonus is calculated on how much you gave them divided by how many turns you have been in contact.

It's still won't help with an early settling of Africa though, as it's not realistic in 1.11. But you can settle Ukraine and the Baltic states though. It's great land.
