Basically, according to him there is the will of all and the general will. The will of all is what everyone wants to be able to do - for example drive their car at 100mph on a motorway. The general will is what everyone knows is best for soceity - even though it would be fun to drive at 100mph on the motorway, there would probably be more accidents so it would be a bad idea. The general will is what laws are theoretically based on

The aspect ratio of a shape is the ratio of its longer dimension to its shorter dimension.
From wikipedia. So, yah, divide one by the other and there you go.

It just is. It looks that way in other pictures too (not so much in this pic -- but best example I could find):

Kennigit must have confused his terms, because it's 2.5 times the length.
 
I am driving in a steady rain, if I increase my speed do I increase the amount of rain hitting my windshield?

The surface area of your windshield remains constant. As the rain is 'steady' (not patchy) then, no, it won't matter.
You still might get a change in the perception, though.

You might have a higher amount of trees through the windshield as you crash due to the rain ;)
