They just have to tap into your supply through a common wall. If they open their wall near one of your outlets, they just connect wires and add an outlet on their side of the wall and then plug everything they use into that outlet.One on each side. I also suspect grow lights for marijuana. I have physically seen them selling marijuana with my own eyes.
Edit: come to think of it, this would explain why unit 7 has the same exact power usage as me. Unit 7 is directly above the druggies. They are likely tapping both, as there is no one on the other side of them
That wall is going to be unpowered from now until the issue is solved. Only my computer is plugged in there, and I can easily run an extension cord to another outlet if I need it. There is no situation so bad that calling the cops, or investigators from the power company, can't make it worse. Just turn your power back on, then turn off everything in your flat. Go look at your meter and see if it is turning. If it is, check your flat again and make sure you have everything off. If you really really do and it is still turning, pop the breaker for the suspected wall where you may be getting tapped. If that stops the meter then you really have something going on.
Then I would ask them about it, but that's just me.
