One on each side. The idea that their usage could be getting picked up on my bill has occurred to me. I'm not sure how though. Separate meters.
They just have to tap into your supply through a common wall. If they open their wall near one of your outlets, they just connect wires and add an outlet on their side of the wall and then plug everything they use into that outlet.

I constantly hear them drilling. And I am 100% certain they are drug dealers. I think we might be onto something here. They're trash.
 
Turn off the breakers for each common wall separately and leave them off for a few days. See if your meter turns slower. See if someone squawks.
 
If they are bad people, I'd expect grow lights for marijuana. You can report them to your power company or perhaps the police.
 
The wall next to the drug dealers is now without power. I didn't hear anyone squawk, unfortunately.

I also suspect grow lights for marijuana. I have physically seen them selling marijuana with my own eyes.

Edit: come to think of it, this would explain why unit 7 has the same exact power usage as me. Unit 7 is directly above the druggies. They are likely tapping both, as there is no one on the other side of them

You should let the power company know of your suspicions and let them investigate. They can all the police if necessary.

Can you leave that wall unpowered for a a long time?
 
I've been watching The Goldbergs and apparently in the 1980s a cheesesteak sandwich was the emblem of Philadelphia and to challenge that status was worse than preferring Canada to the U.S. of A. What is the real status of the sandwitch in the country?

@HoloDoc: if those people really are drug dealers then I'm not sure that it is wise to provoke them.
 
Hold up here. There is no situation so bad that calling the cops, or investigators from the power company, can't make it worse. Just turn your power back on, then turn off everything in your flat. Go look at your meter and see if it is turning. If it is, check your flat again and make sure you have everything off. If you really really do and it is still turning, pop the breaker for the suspected wall where you may be getting tapped. If that stops the meter then you really have something going on.

Then I would ask them about it, but that's just me.

That wall is going to be unpowered from now until the issue is solved. Only my computer is plugged in there, and I can easily run an extension cord to another outlet if I need it. I usually use my iPad instead, so no real issue there.

I'm not frightened of them, but I am concerned about them doing spiteful things like keying my car.

I don't live in the best area. The other neighbour is a weird middle aged woman who stares at me all the time. I think she is mentally handicapped.

Cutting the power is itself going to tip them off that you're on to them. So be prepared going forward.

If you open up any outlets on your side of the common wall, you might be able to see a connection. Outlets are the easiest place to tap into a supply. That would be proof to your power company that your bill is wrong.

There realistically is only one outlet it could be. The other outlets on that side, affected by that switch in the fuse box, are technically hugging the outside wall. I'll have to do this shortly.
