The hygiene thing is somewhat true in places with poor hygiene.
Of course, the issue then is that you can't do a proper circumcision in places with poor hygiene. Botched jobs are relatively common in the luxury of the West with sterile environments and "better" education for the doctors. I can't imagine there'd be a statistically significant improvement in STDs and genital hygiene in a country with poor standards and inferior healthcare.
