THat's how I read it. It keeps your game to a single Age.

I like that we are seeing some good modern age warfare. I feel like world wars will be a lot of fun in civ7. I also really like the war support mechanic. It is great to be able to help another civ in their war without getting directly involved militarily. That was something that was missing in civ6.
