Edited to update eagle warrior

Barbary Corsair (Ottomans) - 21
Berserker (Norway) - 14
Bireme (Phoenicia) - 20
Black Army (Corvinus/Hungary) - 20
Carolean (Sweden) - 18 (17+1) There's two things I like about this unit. 1) one of the few UUs that are resourceless. 2) Run the Logistics policy card, get a GG, and get the Redeploy promotion to have a 6 movement, 78 max CS unit in the Renaissance era. Excellent for defense obviously, but also good for city attacking once you get them right up to the city.
Conquistador (Spain) - 22

Maryannu Chariot Archer (Egypt) - 20
Minas Geraes (Brazil) - 20
Mountie (Canada) - 15
Ngao Mbeba (Kongo) - 20
Okihtcitaw (Cree) - 17 (20-3) The weakest in the Cree's kit. It's an upgraded scout but costs so much more that it's not worth it IMO.
Pítati Archer (Nubia) - 23
Redcoat (England/Victoria) - 20
Rough Rider (America/Teddy Roosevelt) - 20
Sea Dog (England) - 20

War-Cart (Sumer) - 23
Winged Hussar (Poland) - 21

Barbary Corsair (Ottomans) - 21
Berserker (Norway) - 11 (14-3) Even in a domination game as Norway these guys just aren't worth making.
Bireme (Phoenicia) - 20
Black Army (Corvinus/Hungary) - 20
Carolean (Sweden) - 18
Conquistador (Spain) - 22

Khevsur (Georgia) - 20
Legion (Rome) - 21
Malón Raider (Mapuche) - 20
Mamluk (Arabia) - 22 (21+1) Incredibly strong and come right at the time for a rush if you have the resources for it.
Mandekalu Cavalry (Mali) - 20
Maryannu Chariot Archer (Egypt) - 20
Minas Geraes (Brazil) - 20
Mountie (Canada) - 15

Barbary Corsair (Ottomans) - 21
Berserker (Norway) - 11
Bireme (Phoenicia) - 20
Black Army (Corvinus/Hungary) - 20
Carolean (Sweden) - 15 (18-3) A little too late in the game and an underwhelming bonus, along with being an anti-cavalry unit. I think units based around defense are much worse comparatively just because of how beneficial and powerful attacking/conquest is.

Legion (Rome) - 21
Malón Raider (Mapuche) - 20
Mamluk (Arabia) - 22
Mandekalu Cavalry (Mali) - 21 (20+1) gold for defeating a unit that replaces one of the best units in the game? Yes please. The trader protection is great but very situational, and the +1 combat strength compared to base knights is a plus.

This looks pretty fun!

Barbary Corsair (Ottomans) - 21
Berserker (Norway) - 8 (11 - 3) They're really cool and can be quite devastating when used effectively but the defensive weakness definitely hurts.

Carolean (Sweden) - 15
Conquistador (Spain) - 22
Cossack (Russia) - 21
Crouching Tiger (China) - 11 (14-3) Not the reason to play China. Their real UU is the builder...
De Zeven Provinciën (Netherlands) - 22 (21+1) My favourite out of the Naval UUs. Since sea combat is usually inconsequential to say the least, the focus on destroying districts makes this one pretty useful!

Hoplite (Greece) - 14 = 17 - 3. So spearmen kind of suck. So you would think an upgraded spearman might be ok. But no! A hoplite by itself is literally just a reskinned spearman. There is 0 difference. What you need to do is to build TWO of them, yes two, place them next to each other and never let them separate. Then and only then can they beat warriors, just barely, and they still get slaughtered to swords. No thank you.

Varu (India) - 22
Viking Longship (Norway/Harald Hardrada) - 21
Warak'aq (Inca) - 22 = 21 + 1. So if a slinger is that nerdy kid in school who gets picked on all the time, then the Warak'aq is when that nerdy kid graduates lands that cushy job with a six figure salary straight out of college, starts hitting the gym and gets super jacked and spends his weekends driving his porsche to the beach where all the ladies ogle his greek god physique.
War-Cart (Sumer) - 23
Winged Hussar (Poland) - 21

Barbary Corsair (Ottomans) - 21
Berserker (Norway) - 5 = 8-3 The defense malus ruins this unit.

Okihtcitaw (Cree) - 18 = 17 + 1 Giving this unit back some love. It’s more costly than a scout, but not by much. It’s actually the same cost and strength as a warrior, which makes it the ideal opener. Run the Double XP card and it can very quickly get the +20 all-combat promo (It gets XP from discovery as well as combat), which makes it stronger than even a fully upgraded warrior and it’ll also have extreme movement, vision, and eventually stealth. Once +20 it’s stronger than a base swordsman and competitive against promoted ones. It upgrades to beefy Rangers and outstanding Spec Ops.

Pítati Archer (Nubia) - 23
Redcoat (England/Victoria) - 20
Rough Rider (America/Teddy Roosevelt) - 20

War-Cart (Sumer) - 23
Winged Hussar (Poland) - 21

Barbary Corsair (Ottomans) - 21
Berserker (Norway) - 2 = 5 - 3 The math behind the berserker just doesn't fit with how civ6 is currently balanced. The promise is that you can have a unit with 50 attack str, 4 movement! Wow! But A unit like this already exists - the knight. (Womp womp.) And unlike the Berserker, the knight isn't rated at just 35 defense. FXS, to be fair, tried buffing him, but with all the other medieval unique melee bros at 45 base strength, wouldn't it make more sense to have him at 45 base with a +5 on the attack? The core problem with raiding units is that they get shot at by cities. Glass axeman here can't take a hit!

Mamluk (Arabia) - 22
Mandekalu Cavalry (Mali) - 21
Maryannu Chariot Archer (Egypt) - 20
Minas Geraes (Brazil) - 22 = 21 + 1. This unit is only held back by being attached to the brazilian civ. It's an oppressively powerful UU. Battleships are already very strong; this comes an era earlier and has +10 strength in all cases to boot; they unlock with the civic that gives you corps & fleets. If you applied this to literally any other modern era unit, people would cry about how OP it was. For example, imagine if germany had a panzer that came in the industrial and had 90 strength. Yeah, that would be a problem, wouldn't it?
Extra points for a clever choice outside the box.

Hwacha (Korea) - 21 (20+1) This is mostly a defensive weapon (with all the "can't fire after moving"), but that's perfect for one of the civ that love turtling (and it still can wreck cities). Hell, it's a (slightly) weaker field cannon, cheaper, and one era early!!!

Crouching Tiger (China) - 9 (8+1) Again, an upvote just for the sole reason that there is at least one unit worse than this. By the way, have you faced Crouching Tigers in a rough terrain? It is a very ugly business, I can tell you. In hills and forests and forested hills lines of these guys can pulverize quite a few attackers. And if you place them in a bendy line on Great Wall tiles... I think they should be higher than Hoplites.

Hetairoi (Macedon/Alexander) - 21 (20 + 1). These guys need some love, for they compliment Macedon's relentless warmongering. I love the GG points per kill, and are superior versions of hosermen. Also upgrades to the best generic units in the game.

Conquistador (Spain) - 23 = 22 + 1 this isn't in the top 20 in terms of offense and defensive unit but it does 2 extra things really well. It converts a city you take so you don't have to bring inquisitors and more importantly when you take a city it converts the second before you take it giving you the opened their eyes 3-4 era score.
