Say tommorow the government passes a law that states that anyone wearing any kind of garment which covers their "Private Parts" is liable to prison in a forced labour camp for 10 years. And lets say this law is enforced except in the cirumstances where clothes are neccesary (you can get a licence to wear something when the tempreature is very low, or when clothes help protect you physically in some manner)

This law isn't going to be repealed or unenforced in the near future

What would be the effects on society at large? And what would be your reaction?

The sales of strange, opaque shields that coincidentally cover your groin when held in the right place would skyrocket. I would become rich after founding a company to make them.

I would then hire a bunch of lawyers and together they would redefine garment, such that I could actually wear clothes other than T-shirts and stockings (the OP only forbids groin coverage).
