We used to have (and occasional still witness a remnant of) an influx of Polish-style nationalism in OT, centered around the various ways Poland was allegedly not receiving the respect it would deserve (for things like saving Europe from the Muslims, reintroducing democracy in Europe, winning the Battle of Britain in WWII and bringing down Communism). One of those ways to disrespect Poland apparently was also to asses its location to be in Eastern Europe.
I don't know who exactly came up with North Africa, but it can safely be understood as satire, meant as a comment on the quality of this particular discussion and a mockery of the whole Polish cry-for-recognition-thing.
