The name, and similar-looking words, perhaps? Regardless, you could have figured it was Niger from the small Nigerien flag - really small - that's attached to the top of the 8 ball.

Its a reference to Canadian seal clubbing. Nothing to do with Greenland in particular.

Nah, there are more than four questions. The four "key questions" are those, to quote Wikipedia, "so important that a low score on them yields a penalty on the total score sum for their respective categories."

No, Saudi Arabia is one of the few countries which does not even pretend to be democratic. Still, it scored 161/167. I think the part about implementation of policies and foreign influence helps its score a bit. North Korea does claim to be democratic, however.
 
Saudi Arabia could score on categories 3 and questions 3 and 4, which have nothing to do with the democratic process. But would affect the influence of the people on government actions.
But it is 7th from last, still. Doesn't it have municipal elections, though?
 
Things I find suprising on that map are Mongolia, Hong Kong and South Africa.
