Russia - 20 + 1 = 21 I really like the way the giant aspect of Russia by giving the Shoshone ability. The Lavra really reflects the religious side of the country, while Peter the Great is a great choice of a leader.

There are plenty of civs better known for trade than Rome, and there are plenty of things Rome is better known for than trade. Likewise, the LUA makes Rome the best civ for super early expansion, when it should really peak later than civs like Greece and Egypt.

I was quite disappointed to see Persia become a complete and total warmonger with one ability that is all about backstabbing (seemingly just to give Scythia more street cred rather than because that was Persia's most defining characteristic) and another ability that boosts internal trade since you won't be able to send out many routes to your neighbors (again, backstabbing). Also the lessened diplomatic penalty for surprise war is both useless in multiplayer as humans don't have numerical modifiers and useless outside of the classical era in single player since formal wars already ruin your rep. due to the massive diplo penalties for ANY kind of war. Also they released alongside Alexander who was another warmonger making them feel even more redundant. Just all around disappointed by their representation.

As for America everything feels... American. The bonuses to culture and appeal to attract immigrants, bonuses to fighting on home continent to represent its huge defense budget and manifest destiny, quicker legacy bonuses to show off how quickly Americans build a tradition and culture, and while the Rough Rider is a bit esoteric you can generalize it to pretty much all American cavalry as a lot of our culture was defined by horse riding frontiersmen winning cowboys vs Indians battles which were sensationalized (and glorified) by the media and still hold a lot of sentimental value today so even that seems fitting so long as you extrapolate who they're talking about a little bit. My only real problem is the P-51. It comes way too late the AI never build fighters to give its air superiority a use and also I'm a big fat P-38 Lightning fanboy so the P-51 is immediately overrated trash to me. Either give America a bomber, make fighters useful, or just give them a non-air unit.

Kongo - 13 + 1 =1 14 (Very powerful cultural bonuses which allude to Kongo's spiritual and cultural beliefs in a fascinating way. They can't win religiously because Mvemba a Nzinga / Afonso I was an enthusiastic Christian convert, which is mechanically interesting even if it's a bit odd that Mvemba's religious fervor isn't better represented. A decent and catchy musical theme for them from a soundtrack compiled by a priest is quite fitting for Mvemba as well, and the very fact they are in the vanilla game deserves kudos for Firaxis)

Norway - 9 - 3 = 6 (Weirdly both a stereotypical Viking civ (with longships and the berserker), and a strange attempt at putting religion on the side, ala Scythia. It doesn't work, and it's also vastly underpowered as a civ, without much interdimensionality. Viking trade bonuses aren't anywhere to be found in this civ, nor does anything scream specifically Norway so much as Viking.)

I think we should really clarify whether a civ's power level should be considered in this thread. I see some people voting based on game balance, and I don't think that's covered under "Civ depiction".

England - 21 (20+1) - The combination of uniques results in a surprisingly fitting playstyle for a colony-obsessed superpower. It was true even when the civ was weak at launch, and the patches made it more noticeable.
France - 12 (15-3) - The choice of CDM has been debated about ever since her reveal, but she kinda grew on me over time - although that credit should go to animators and voice actress rather than whoever picked her to represent France. But then they give France a bonus toward wonder construction in Renaissance-Industrial eras.....thus conveniently leaving out the Eiffel tower that's unlocked in Modern era. For some reason that grinds my gears really hard...

I think game balance shouldn't factor in so much, but 'depiction' in this case can reasonably extend to game design and enjoyability of playing them as well as how well their history/essense was captured in-game.

Aztec - 22 (21 + 1) Overpowered, but I already said game balance doesn't count. I love the synergy of their abilities and how you really feel like you're capturing your enemies to sacrifice them to pave your empire. Only downside? There's no acknowledgement of the floating gardens this time around and they're in that weird tech spot that the mesoamericans often get caught up in...ancient era domination before their time because their tech most lines up with those units. What's there works so well though.
