Germany 20 (19 + 1) The Hansa is a clever way of giving Germany a focus on two different districts, and it's one of the most distinct unique districts in terms of city planning considerations.
Greece =14
India =16
Japan = 22
Kongo = 7
Poland = 9
Rome = 20
Russia = 12
Spain = 17 (20 - 3) A lot of abilities that sound thematic on paper but don't work very well in practice. The trade route bonus is weighted too far towards the early game, and whether or not it triggers feels fairly arbitrary. The religious bonuses would be a much better fit if the game was better at making non-founder civs (like Spain historically and frequently in game) care about religion.

America = 24
Arabia = 25
Australia = 6
Aztec = 24 = 23 +1 I have some issues with it, but overall it's in my top tier of the representations here and I haven't up-voted it yet. The luxury angle is a bit odd, but kind of cool (and very powerful). All of the abilities representing the Aztec (even including the growth in power as I conquer more land and collect more luxuries) makes me feel like I'm playing as Crazy Monty - which is what I want from my Aztec experience!
Germany 20
Greece =14
India =16
Japan = 22
Kongo = 4 = 7-3 Clearly my least favorite of the ones left. I'm surprised at how many people are working to save it. I like the UU, but the rest of it doesn't really come together for me.

Australia = 6
Aztec = 24
Germany 20
Greece =14
India =16
Japan = 22 + 1 = 23 (They hit the right focus points for this civ - the bonuses all seem to make sense for Japan and Samurai are always fun)
Kongo = 4 - 3 = 1 (At this point I have to agree that they are the least well represented. I like that they tried to do something a little different but their ability to snag up practically ALL of the artists/writers/musicians isn't relevant at all nor are the uber cities)
Poland = 9
Rome = 20

Kongo = Eliminated (1 - 3) - putting it out of misery. To me the representation has no huge glaring issues, but the amalgamation of smaller questionable choices make it feel awkward.
Poland = 9
Rome = 20
Russia = 13 (12+1) - too long, read below
Spain = 20

Alright, I'll push Russia out of 3-vote threshold and address the statements made against its representation. TLDR: Civ6 Russia makes more sense than you think.

1. They made Russia a religious civ, WTH?!
I beg to differ. First of all, faith generation does NOT equal religion-focused. Despite its bonuses, Russia does not benefit much from actually founding and expanding Religion. Arabia gets religion and can propel into Science victory. Spain gets religion and can start dominating and converting the world. Russia...not so much. More often you will spend that faith as your secondary currency for other victory conditions. And in a strange way, this matches the current dynamics of the Russian secular society. Yes, it can overwhelm with missionary spams, but that's mostly because of the UA - something I will criticize in my future vote.

Meanwhile, people seem more annoyed by the choice of Lavra. Please, point me at another civ in the current roster that actually has an established type of religious district IRL that has its own name. Chances are those civs already have their religious aspect well-represented by other bonuses. Lavras are a real thing and remarkable religious clusters in Russia - it's not a far-fetched choice. And finally - Russians are deceptively religious. There's a reason why adoption of Christianity by the Rus is considered a big thing in Russian history books. There's a reason why Moscow is sometimes considered "the Third Rome". There's a reason why Russia is now a center of Eastern Orthodoxy. Most Russians don't really show how much religion matters to them, but they will all be wearing cross necklaces under their shirts and installing small icons in their cars.

Source of all this nonsense above? Personal 20-year experience in Russia and seeing this weird dynamic between religion and secularism. Whether I'm biased or more familiar with the subject is up to you to determine.

2. But it doesn't make sense with Peter!
Now that leaders are a replaceable part of civs, this argument is moot. Just because Peter downplayed religion during his time doesn't mean it wasn't a thing for the rest of Russian history. Replace Peter with any non-Soviet leader and suddenly Lavras seem just fine, and it's not like Russia became atheist under him. People are fine with Barbarossa leading U-boats or Hojo spreading ani- I mean culture through electronics factories, but Peter with Lavras? "Nooooo", for some reason.

3. ...but science! But hammers! But comrades!
We've had enough of Hammer Russia in the past 5 iterations of this game. About time for a change, and Civ6 Russia is a decent attempt at that. I always admired the educational potential of this franchise and will always embrace it trying to represent diverse aspects of a civ with decent amount of accuracy.

Aztec = 24
Germany 19
Greece =14
India =16
Japan = 23
Poland = 9
Rome = 21 (20 + 1) Still solid. Deserves to be top tier for representation. Trajan's expansion brings a fresh spin to the civ.
Russia = 10 (13 - 3) Sagax made some great points right above me, but I still think Russia is poorly represented. Science, culture and espionage all make way more sense as Russian focuses over religion.
Spain = 20

America = 24
Arabia = 25
Australia = 6
Aztec = 24
Germany 19
Greece =14
India =16
Japan = 23
Poland = 9-3=6 - Poland has the worst depiction of remaining. It won't tell you almost anything about Poland, so it should go now.
Rome = 21
Russia = 10+1=11 - Definitely well depicted. This should survive much longer.
Spain = 20

America = 24
Arabia = 25
Australia = 6
Aztec = 24
Germany 19
Greece =14
India =16 + 1 = 7 (Evokes India in every way, including its religious roots. And the music is simply divine, even if Gandhi looks like Gollum. That said, I was pleased Gandhi spoke English in part, as he did in real life).
Japan = 23
Poland = 6
Rome = 21
Russia = 11-3 = 8 (Too religious for Russia. And they put up as its leader one of the least Orthodox-friendly Russian rulers of all time.)
Spain = 20

America = 24
Arabia = 25
Australia = 6
Aztec = 24
Germany 19
Greece =14

Poland = 6

Russia = 8-3=5
Spain = 20+1

I wouldn't mind the secularist Peter ruling Russia if it weren't for the fact that he is the FIRST leader. As in, for the foreseeable future he will be the posterboy of Russia in Civ 6. Even once they add a new leader Peter will still be the OG that most people will be playing as and seeing, and as such he feels out of place as the ruler of a religion heavy civilization. If Peter was a dual leader from the start or added second I wouldn't be hung up on it but as it stands it is quite odd. Also Peter's ability is a bit... diminishing of his achievements and the achievements of Russia in my opinion. I mean they're effectively trying to spin the idea that Russia was a technologically backwards and culturally stagnant nation at the time and trying to play it off like that's a good thing rather than actually honoring his accomplishments. I just can't help but find it a little belittling.

The rain in Spain falls mainly on the icon. Everything else is primo.

FOLDED STEEL 10000000000x. Nah, but cheap encampments are nice for warmonger plays and the leader changeup is refreshing.

Gandhi gets nuked for the following reasons:

1. The memes are a bit tired.
2. He has no place leading India in so many civ games.
3. India is grossly underrepresented in civ games (hard to think of many areas that are represented more poorly). No Maratha, Delhi, Bengal, Madurai, Mughals (WTH), Rajputs, just to name a few. In a series that has made several North American reps, overlapping European reps, and even essentially stacks Roman empires a Gandhi-only, monolithic India-only showing is really weak in Civ 6.
4. Even if you do use only India, considering how most civ leaders actually attempted a passable changeup we get more Gandhi, who shouldn't be anywhere near top candidate to rep India even in previous games.

America = 21 (24-3) how about a war bonus on foreign continents next time? I know, it's Teddy's bonus and makes at least some sense...
Arabia = 25
Australia = 6
Aztec = 24
Germany = 20 (19+1) best Germany representation we ever had in a civ game. Not perfect, but hey!
Greece =14
India =13
Japan = 24
Poland = 6
Rome = 21
Russia = 5
Spain = 20

America = 21
Arabia = 25
Australia = 6
Aztec = 24
Germany = 20
Greece =(14-3)=11 Gorgo sharing the same Civ Ability as Pericles makes little sense, not too sure about Acropolis being a replacement for a Theatre Square District
India =13
Japan = 24
Poland = 6
Rome = 21
Russia = 5
Spain = (21+1)=22 A fair representation of Spanish Empire during the time of Philip II. Nice choice in picking the Mission as a unique improvement, even though the unique improvements in this game are weak.

America = 21
Arabia = 25
Australia = 6
Aztec = 21 (24-3; I think someone pointed out during his announcement that his attire isn't a particularly Aztec depiction)
Germany = 20
Greece = 11
India =13
Japan = 24
Poland = 6
Rome = 21
Russia = 6 (5+1; idk about y'all, but the Lavra is clearly a great WAM generator first, religious second. The added faith of the civ is secondary at most, and can be applied to buying more great WAMs. I'm not exceptionally artistically literate, but IIRC Russia has a fair bit of potent culture).
Spain = 22

America = 21
Arabia = 25
Australia = 7 (6+1) Good representation for them.
Aztec = 21
Germany = 20
Greece = 11
India =13
Japan = 24
Poland = 6
Rome = 21
Russia = 3 (6-3) Not sure why they are a religious Civ.
Spain = 22

America = 21
Arabia = 25
Australia = 4 (7-3) someone is always forcing me to do this
Aztec = 21
Germany = 20
Greece = 11
India =13
Japan = 24
Poland = 6
Rome = 21
Russia = 4 (3+1) faith could be used for different things
Spain = 22

America = 21
Arabia = 25
Australia = 4
Aztec = 21
Germany = 20
Greece = 11
India = 14 (13 + 1) The UA encourage you to interact with the religious mechanics in unique and interesting ways, and its a good fit for a religiously diverse civ like India.
Japan = 24
Poland = 6
Rome = 18 (21 - 3) Rome is well known for many things, but not for trading focus or for super-early (compared to the likes of Sumer, Egypt and Greece) expansion and cultural progression.
Russia = 4
Spain = 22

America = 21
Arabia = 25
Australia = 4 (@Manifold - I have worked to save them before, but not this time)
Aztec = 21 (@DWilson - I will not down-vote for leader attire. There was a separate, now completed, elimination thread for that)
Germany = 20
Greece = 11
India = 14
Japan = 24
Poland = 3 = 6-3 Time for them to Exit the thread
Rome = 18
Russia = 5 = 4+1 This vote is 100% for @Sagax and his well thought out defense
Spain = 22

America = 21
Arabia = 25 + 1 = 26 (Probably my favorite all around Civ in this game)
Australia = 4
Aztec = 21
Germany = 20
Greece = 11
India = 14
Japan = 24
Poland = 3
Rome = 18
Russia = 5 - 3 = 2 (All of these are decent but Russia just makes the least amount of sense to me of the remaining and I would have taken it in another direction)
Spain = 22

America = 21
Arabia = 26
Australia = 4 - 3 = 1 I love Aussies,, but I don't think this is them.
Aztec = 21
Germany = 20
Greece = 11
India = 14
Japan = 24
Poland = 3
Rome = 18 = 19 I think Rome is very well depicted. It was famous for many things, especially roads, monuments, culture and domination. I don't think it could be better.
Russia = 2
Spain = 22

America = 21
Arabia = 26
Australia = 1
Aztec = 21
Germany = 21 (20 + 1) Just realized I missed Germany when voting for all the civs once. Germany being a production civ works well and (although this isn't the purpose of this thread) it's surprising that a production focused civ in a production poor game isn't overpowered. Just a shame that this iterarion of Germany got Barbarossa. Great leader, wrong armour and abilities. A more modern leader would have suited them better this time around.
Greece = 8 (11 - 3) I've explained myself repeatedly already. The Acropolis makes no sense. It's even more inappropriate here than Egypt's Sphinx. Athens and Sparta being grouped under 'Greece' is fine...until Alexander gets thrown into the mix. Gorgo is a terrible Spartan 'leader'.
India = 14
Japan = 24
Poland = 3
Rome = 19
Russia = 2
Spain = 22
