Between Lighthouses, Harbors, and the Fishing Industry, aren't coastal cities OP enough?
open ocean are pretty much the same but in smaller 'parts' like the Red Sea, Mediterranean etc. the salt content differs a bit
if anything like that.. a building would be more appropriate imo (requiring a harbor? that way it would only be built in cities next to saltwater)
Fitting german name would be a 'Saline'
in english 'saltern' / 'saltworks..'

Oh, I'm in easy reach of both North and Baltic Sea and the difference is easily noticeable. The Baltic Sea used to be a fresh water glacial lake. That's part of the reason.
