So to review, GH could be:
1) xplatform changes
2) New dev tools (i.e. the world builder)
3) Additional DLCs beyond the SE Asia one
4) The next expansion
But CivGH might be a free DLC to everyone because of the ongoing issues and delays; the Aztecs was treated as a "Pre-order DLC" which didn't follow "DLC00"?(5) Something completely different
(3) seems unlikely since it doesn't follow the DLC0# naming scheme.
(4) seems unlikely since it is testing alongside DLC06 now, which makes it seem like it is coming with DLC06
Here's a bigger mystery to me:
When they added the DLC05 depots for Mac and Linux, they added a depot called "Sid Meier's Civilization VI depot". Why? It is unused. It would be redundant to existing depots if it were just used for the base game files.
Personally, I think that name is a placeholder designed to hide in plain sight.

Didnt someone point out the Golden Horde scenario was more or less converted to the Poland scenario or something?They've already gone and given DLC05 and 06 to DDE buyers for free. If Civ GH is free content, I doubt it will be a full civ or even a leader. That incomplete Golden Horde scenario hidden in the game files springs to mind.

This is vay vay interesting, and not something I realized you had explicitly stated before. So the two are very probably bundled in some way - at the very least, there is a decent chance they arrive together. On the other hand, and for me a *yawn*, it could merely be another scenario that has no or minimal impact on the base game - although even wonders give me joy. Probably more than a mere scenario though, even a grand one.
edit: maybe its simply the alt leader?
I don't see any reason that they would need to package the alt leader separately from the civ. They didn't need to make Macedon and Persia separate.
But, yes. I think Civ GH will arrive with DLC06.

I think it will be a civ from SEA and a second leader for an african civ. Hatshepsut or Ramses or a Kongolese leader that allows Kongo to win a religious victory, which is long overdue imo (yay, no more annoying Mvemba). BUT it could also mean that we will get 2 civs in the next DLC, both from SEA (or SEA and Africa). We already saw a two-civ-DLC (Alexander and Cyrus), so that's that.In the coming months, we’ll be releasing two additional Civilization & Scenario Packs for Civilization VI that will introduce three new leaders representing civilizations from Africa and Southeast Asia.
I'd like to see the return of Siam, but I'd be a bit surprised if it happened.

And I strongly suspect that GH will be a DLC-pack/bundle with all the DLCs since release at reduced price, say 30 bucks instead of the 40 you'll pay if you buy them seperately. Not everyone bought DDE (like me for example). That would make sense as DLC06 is expected to be the last DLC for the moment.
edit: Oh and what I really want to see in the next patch is multiplayer teams overhaul. I mean that they implemented it in the first place is nice, but it's kinda quirky... For example negotiating a peace deal needs improvement, since your teammembers don't get any of it. (you can't demand, say, 5GPT for yourself and 5GPT for your teammate in the same agreement, you can only demand for yourself and your teammate won't notice you made peace until he gets the popup-bubble on the right)
