Hmmm, big change happen in 1990 so the fall of the Iron Curtain must have something to do with it.

No simple answer :(
(without the risk of unveiling)

It is an indicator, calculated as a rate ratio of two quantities.
Common opinion is that a high value of the indicator shown is good. And also common opinion is that a high value for each of the quantities in that ratio are good.
As a matter of opinion there are also negative side effects, also depending how each individual country deals with them, or wants to deal with them.
 
Oil, natural gas or other mineral reserves perhaps?
 
Something to do with currency exchange rates?
 
The existence of countries with 500% makes me think it’s not in the format you guys are guessing.

Hm... no information from the Eastern bloc until after Gorbachev.

These feel like they should be big clues.
