"Scotch" isn't really a term that's used here (UK), but no I don't think so. In Scotland it's mostly made from barley, whereas in America it isn't, so Americans call it "Scotch" to differentiate. That's my understanding anyway.

Edit: Looks like there is a legal requirement for it to have been distilled in Scotland to be labelled as "Scotch", but as far as I can see that only covers the UK, where nobody calls it that anyway...
