    Hint ... Libya turned gray in 1965, and in 1998 they started considering moving to light blue, and in febuary the new government argeed to continue the move :)

    Hazarding a guess: Counties that voted to not secede in 1861.

    ...off to research, looking for a better guess...

    This was NE Tennessee, not NW North Carolina- but does it have to do with the "state" of Franklin?

    Or something about the High Country Council, whatever that is?

    The state of Franklin is an interesting guess, but no. Not the High Country Council either, but it does have to do with mountains.

    Nothing so far. It does have to do with mountains, and is related to geography. Another hint: there are about 20-30 categories worldwide, North Carolina just has 2. Also, the map is on Wikipedia.

    Yes! Since this is took a long time, I will give you credit for the correct answer. The detailed answer is Koppen climate classification (green is humid subtropical, blue is warm summer humid continental).
