What would it do?

Don't worry about lack of programming experience. Assume you have it and you will reach your intended market.
 
An app that reports on local disasters with real time updates. It'd provide maps of affected areas, where to go for help, and contain resources for people to read/follow in how to deal with the short-term consequences of whatever that had just transpired.

It would link to a web app that lists all disasters, be they natural or man-inflicted, with to-the-letter categorization and filtering so students can use it for projects in school or otherwise get a general idea of what disasters are typical in an area.

When a disaster happens, the app would display all the pertinent information at a glance. Where it is, what it did, who's affected, and what to expect. It would tie into whatever local system the government has or otherwise operate with their authority for the areas that don't have any type of disaster awareness program.

I'd make a program that helps hostesses prepare hors d'oeuvres.
 
I think push notifications from the planning office in Alpha Centauri would be a good idea too.
 
Someone from my university made an app to extract antibody usage protocols from scientific papers supplemented by user input. I'd expand that to include other biology protocols like reagent concentrations and incubation times.
 
I'd make a dating app, but instead of dating, it's for fratricide.

Swipe left if the other person isn't your brother, and then if it is, swipe right to kill.
