I tried to give every state some sort of role, so it was hard:
Brazil and the Angevins led a global shift to the fiscal left; the Caliphate, Carthagistan and Tibet - and the Levantines probably too - had a key role in ruining the Brotherhood by opening their borders; Caribbea introduced a proposal of more gun rights to provide for independent order; the USSR provided much needed intelligence by secretly flipping to the anti-Brotherhood side; Alefurya first provided draconian anti-rebel proposals, and later formed the basis of the final act against the Brotherhood.
I imagine other states like the CVR had a key role in foreign aid and development around the world, curtailing Brotherhood numbers.
well, my idea is that the Byzantines, having doen their job in worldly duties has withdrawn from the international scale (keeping alliances and stuff of course) and chose to concentrate on itself.
it became a self sufficient economic power that is supporting and/or rebuilding some areas that were destroyed. like most of Russia or the American Breadbasket. the brotherhood in Byzantium was allowed to exist, but it changed from a terrorist organization to an independent welfare society operating in Byzantium. the brotherhood military retained their independence, as a paramilitary army.
it has received criticism for allowing the brotherhood to operate in Byzantium with its leadership virtually intact, but the Emperor himself stated that they have no wish to hurt people. they want to help them. he assured the various world leaders by saying if the Brotherhood turned rouge, they will be quickly destroyed.
