You can’t build factories in a province you don’t fully control. Since you didn’t control Sind, you couldn’t build there. Your 1IC expansion also failed, so I took the 2IC investment in a factory there and applied it to expansion, which ultimately worked.
 
You've been spending all your IC on expansion, and not factories. You still have 5 factories, which gives you 4 usable IC at your current stability level (80%).

Provinces do allow you to build more factories (and armies) because you have more cities, so a rapid expansion strategy is not always a bad idea, assuming you can balance your production needs and not get too out spent by your neighbors that may get greedy. Other things are also based on total national IC output, like making your new provinces cores. This would be cheaper for you now since you don’t have all that much IC.

One of the fun things about this game is there is no one optimal way to play it.

After several years of toil, the Metis had managed to move their society forward into the Industrial Age. Many were happy with the developments as they knew it was the only thing that could help them stand up to Imperialist Europe. In the year 1841, lots happened. The North American Football League began. The Metis hosted the first season and Alaska, The Brotherhood of Iron, Mexico, The Caribbean, Russia and Manchuria attended and the league was a resounding success. After that was started, three factories were built in the province of Saskatchewan. By the year 1843, these factories were up and running. The rest of the money was thrown into tax refunds to please the people.

The Rules said:
Non-Aggression Pacts, Alliances and Treaties, Changes of Government

The conditions described here of these types of agreements are to be used to define a Non-Aggression Pact or Alliance between two or more parties, unless different terms are stipulated in the alliance. If no terms are specified these are in affect.
NOTE: the penalties hereafter remain the same

General Principles;
1. Nations undertake to maintain peaceful and friendly relations between them and mutually respect the territorial integrity and inviolability of the other agreement nations.
2. Should one of the nations become the object of hostilities on the part of one or several third nations, the other agreement nations will observe neutrality throughout the duration of the conflict.

Specific Conditions
• No nation may declare war on another agreement nation (Principle 1)
• No nation will undertake espionage missions against another agreement nation (Principle 1)
• No nation will undertake any mission which will help a third nation gain an advantage over an agreement nation (Principle 2)

Definitions:
• Agreement nation is any nation who is party to a Non-Aggression Pact or Alliance
• Third nation is any nation who is not a party to an existing Non-Aggression pact or Alliance
• Espionage Mission is any passive or active mission as defined under espionage rules
Publicly acknowledged or accepted breaches of any Alliances, Non-Aggression Pacts or Treaties and any changes of Government will be as follows;

Penalties
• 50% chance loss of stability in the turn
• 25% the next turn
• 10% the following turn

Penalties for allies
• 25% chance of loss of stability in the turn of the violation
• 10% the next turn

These are cumulative. So if you exceed 100%, you will go down automatically and the chance to go down further will be what you are over 100%. (e.g. if you have 125% you will fall down one level and 25% chance falling down another level)

The year of our lord, 1843

Her Majesty Queen Victoria said:
"People of Britain, the reformation of the government has been completed. The long awaited changes were chosen to be announced by myself. Firstly, parliament will now be elected by a system known as instant instant-runoff voting whereby if a voter's first choice fails to win their vote shall be transferred to their second choice and so on.(for more information, click here)

Secondly a presidential post shall be created as head of state, commander in chief of the armed forces, and director of foreign policy. However parliament shall still elect a prime minister who will serve as head of the legislature and formulate the policies of the ruling party in parliament. The PM can be removed from power by a vote of no confidence by parliament. Presidents will serve a term of 4 years with a limit of two terms; PM's will serve a maximum of 5 year terms before an election is held with no limit on the amount of terms. Presidents shall be elected by the people with no electoral colleges of any sort. The executive branch shall be composed of ministries appointed by the PM and approved by parliament.

Thirdly Parliament shall be dived into two houses, the House of Lords shall be the upper house, and the House of Commons shall be the lower house. The House of Lords will be composed of hereditary peers (the aristocracy), and life peers (seats awarded at the discretion of the monarch). The House of Lords will possess no veto power for most legislation, will not review any bills related to the budget or economy, and will have no say in votes of no confidence or impeachments. The House of Lords will have the power to delay legislation, participate in elections the PM, propose bills to be passed, run for PM, and veto declarations of war. The House of Commons will have all the aforementioned powers and those withheld to the House of Lords. The House of Commons will serve a term of 6 years, with elections of a 1/3 of the house elected every 2 years.

Next a court system shall be established, with 9 appointments made by the PM creating a Supreme Court of the land. The Judicial branch shall have the power of judicial review and can overturn laws as unconstitutional. Supreme Court justices will have a term limit of 15 years and cannot be impeached until that time. Courts below the supreme shall be filled by elected or appointed judges at their appropriate levels of government.

All citizens have also been awarded a Bill of Rights, reiterating and affirming the rights of all British citizens.
  • Universal Suffrage shall be awarded to all British citizens
  • Congress shall pass no law infringing on the freedom to petition, the freedom to peacefully assemble, the freedom of speech, and the freedom of the press
  • The right to bear arms and provide for the common defense shall be safeguarded
  • Soldiers shall not be quartered in private homes against the will of the current occupier
  • Search and seizures shall not be conducted without warrants
  • All citizens shall not be required to self-incriminate or participate in double jeopardy
  • A citizen shall always have the right to a lawyer in civil and criminal cases
  • A citizen has the right to a jury in civil and criminal cases
  • Rights of the citizenry set forth by this bill of rights is not the limit to the rights of the people
  • Rights not explicitly given to the government devolve to the constituent nations, their provinces, local governments, and the people

The powers of the monarchy remain complete veto power of any and all decisions of the federal government; however in practice the monarch shall only exercise this power on behalf of a large public outcry. The Queen or King shall perform ceremonial functions and bestow honors of English nobility to British Citizens. All power of the government derives from that of the monarch, which in turn derives from the LORD our God. The Monarch will remain the head of the Church of England. The monarch remains sole sovereign and the fount of honor, justice, and power. Succession shall be determined by male-preference cognatic primogeniture. No non-Anglican may inherit the throne or pass legitimacy to their children. The revenue of crown estates will go to the government but the lands themselves can in practice be withdrawn from parliamentarian control at any time by the royals. The monarch retains the right to treasure trove (whereby any treasure uncovered with no owner immediately becomes the Crown's property), and the right to royal inheritance should a person die intestate.

Thus the new government of the United Kingdom of Great Britain and Ireland is created. Elections for parliament will take place next year.

After this speech by Queen Victoria in Lodon was delivered, work was immediately begun to set about creating the new government.
