Personaly, I'm not happy with this move.
For most of these LHs, the novelty is the graphics, not the mod itself. New Civ mod ? It would be merged with personal mod anyway, no-one will keep 20+ mods with one additionnal civ in each

I think it will make research of LH harder, especially when some people will not bother including XML files with their art files and will post their works in Graphics and others will continue to join XML files and will post in Completed Mods.
