Nobel prizes should be Sweden's UP, and not a world project.
Nobel prizes are awarded by Sweden, thus it should be their UP IMO. Something like : +20% GP Birth rate and +5% GP Birth rate for every Civ you're friend with.

For Sweden, how about 'The Power of Armed Neutrality' - can trade their final copy of a luxury / resource away without losing access to it themselves - simulating their longtime monopoly on naval stores, pitch and their vital iron trade, as well as their admirable tradition of neutrality that dates from the very moment they got kerbstomped?

I don't agree in two points. First, Nobel Prizes have worldwide impact equally to all civs, there is no specification to Sweden. Second, the effect iscaused by great persons.
Nobel prizes have a worldewide effect. It isn't related only to swedish civilization, they should have the same effects to all civs. So it should be buildable by everyone.
They aren't a building, so they aren't a world wonder. However, they are unique. So they are a project like the Manhattan project.
They give hapiness to great people and their nations. So the effect +1per established great person is ok.
I will specialise the effect to +1per established great scientist (chemistry, physics, medicine), great artist (literature) and great merchant (economics).
Great peacemakers have no representative. Great engineers, great spies and great commanders don't fit. Great prophets are outdated.
