I may also have missed some of the buildingsI can have a look at the python for it, I did touch that code a little in PPIO, may have created some logical error there in an attempt to optimize without testing the result.
Fixed in 11020.I always have a game that is a trial run when there a lot of changes, I play around and mess with the game. I use the cheats just to see if anything is broken, before I play a serious game. I ran into this error when I used the cheats to add a unit. I also uploaded the save. Also not a huge error but the money keeps changing, it will show the amount one way and then show it a different way. Don't have a screenshot of that, it happens so fast I can't get a screen shot. Using SVN 11019, with a updated version of Raxo's Longitude and Latitude remover. I did the updates myself so I hope those are not the cause.

No offense meant but are you using the State Church civic? It allows you to build missionaries with out building requirements.The religious missionaries are not right. Currently you only need the religion in the city to build the missionary. The early religions should require the temple and the later ones the monastery.
Can be memory leak - game will eventually crash, if you keep loading save.weird crash... i didnt like the outcome of the next turn, so i went back to the previous savedgame and it processed, then i did a few items of making buildings and moving units , then all of a sudden POOF crash????

It's option dependant isn't it?I can not build moat, is it broken? I thought it only required castle, I checked the XML file it said it only needed castle if I am reading it right. Attaching a save.
Upload save, as it seems to be bug.Not really sure if this is a bug or an intentional feature, if a unit is lead by a noble it can not upgrade to a more advanced version. If this a bug and not an intentional feature, I will upload a save.
