I find that many people weasel out of apologies especially when it comes down to public figures caught doing wrong. The MP benefits scandel included many qualified "apologies".

"I am sorry if i caused any offense" Appears to be a popular one. It puts the onus on the victim to "take offense" which sounds like you're just making a fuss. It is also weaseling out taking responsibility for your actions as if you still don't recognise they were wrong.

Making a good apology requires genuine humility.

The trick is to acknowledge your own part without showing approval for the other sides' part.

At the end of a confrontation I'm almost always willing to say 'I regret whatever part I played in this situation escalating the way that it did', because I know I invariably did play some part in escalating it, if not starting it outright, and if it has reached such a state that apologies are in order I do genuinely regret it. But I'm usually not interested in giving the other side of the confrontation any sort of idea that my apology is some sort of affirmation of their side of whatever the dispute was about...and if they apologize to me I don't expect that from them either.

It's at least structured as an apology, so it beats everything else on this page.
 
I apologize to everyone for the terribad grammar I've been unloading today and will unload over the next few days. Apparently the Vicodin has affected my cognitive skills more than I realized.
