Some weapon that can wipe out vast swathes of the population, but without creating all the fallout and devastation you'd get with nukes.
The opposite of this
We already have that. It's called chemical weapons. Most of them don't have residual effects that last all that long. At least, not when compared to the fallout that would be created by nuclear detonations all over the globe.
I don't trust teleportation....
You could tweak its parameters a bit and use it to create a clone army.The sort of teleportation scientists are working on is not really teleportation, so I wouldn't trust it for personal use either. It would just make a copy of you elsewhere, and not really teleport you. I would use it to teleport non-living things and maybe in some situations pets, but that's about it.
