Probably the mod; you created the rules and thus the framework that the world is built upon. Arguments could be made either way of course and there is sort of the premise of "open source".

I'd have to agree with that, although I'd probably say that the truth is somewhere in between... Mods help to develop nations just as players do.

If a NES gets published or what not...

The Player is the one who has Control of the Culture, and the stories he wrote.

The Mod would get credit for the updates, as well as diplomacy and orders. (as anyone can make a culture and write stories, with or without a mod, but only in a NES can a nation conduct convincing diplomacy and send orders that actually does something.)
