They should do neither. They have been elected to do what they think is right*. That's the point of a representative democracy.

Oh. So listening to what the voters want, and allowing their input to influence their decisions is contrary to doing what they think is right?

So in your view, only the 'moderate' Republicans don't have the intestinal fortitude to follow their beliefs, regardless of what the people who elected them want?
All the other members of Congress meet your standards of personal courage I take it?
They are truly acting as they believe is right then, without taking heed of their electorate?
