They should do neither. They have been elected to do what they think is right*. That's the point of a representative democracy.

If representatives were simple mouthpieces for their electorate we wouldn't need them. In such a case we wouldn't need to bother and could do direct democracy right away.

Honestly, I'll say again that "Obamacare" might be a really good compromise to fix Medicare D. Yeah, you'd not get the wingnuts on either side of the parties to agree, but there should be a sane 'middle' in each party. Plus, the fix to Medicare D needs to be bipartisan, or else it's a hot potato.
