Depending on how you choose to count it, "Stockholm"'s population is either 830 000 big, 1.3 million big or 2 million big.

Now, I'd understand if they'd only count the 830k population as Stockholm, but... To count Helsinki as over 1 million?

To get Helsinki to be over 1 million, you have to be counting the Helsinki metropolitian area (1.03 million) or the Greater Helsinki area (which is 1.3 million).

So... The map is inconsistent, and if you're gonna put Helsinki as over 1 million then put Stockholm as it as well!
