In the aztec mod the northern desert is full of wide open wastes and many barb huts. I'm worried about the northern tribes such as the yaki, chichimecs and such amassing huge gold reserves when they're supposed to be backward savages!
OK, I don't know if this would work, but could you station an immovable tough barbarian unit in each barbarian hut? This is assuming that you're working from a set map. That way, the barbarian huts would still have barbarians coming out of them, but would be difficult to knock out...
That's pretty good. although other new huts would still spawn, right? It would still limit their numbers though. I'm also thinking that I should fix the northern governments so that they're always broke in any case.

They won't spawn if you desactivate them : Scenario properties > Map options > Barbarian activity -> No barbarians. It won't affect preplaced barbarians.
Or, as I do every time I play, especially in Sengoku Jidai (my version, with wako, shugenja, p'anokson and the like) eliminate the 3-4 neighbouring civs and 20 nearest barbarian tribes to have at least some vital space.
