How do such tremendously obvious things get approved?

Because the litmus test for gerrymandering is if it is done explicitly to disenfranchise a minority. If it is officially done to marginalize the political opposition then that is allowed.

Of course by going after Democrats, they end up going after people of color and marganilizing them. But so far their legal defense (We're out to get Dems, not blacks!) has held up in court ruling after court ruling.

There are also instances where minority groups actively participated in or otherwise blessed the gerrymandering of their own districts in order to ensure that minority communities would have minority congresspeople.

I do not know the background on how we wound up with such a system. I assume it's much like the rest of our political system - we were trying things never done before way back in the 18th century and are too stubborn to admit they are outdated.

The answer is that legislative bodies get to draw their own electoral districts. That's how it happens.

"Duchess Kate Middleton"? Really? If you must insist on quite wrongly using her title as part of her name, why on earth are you coupling it with her maiden name, without which she would have no title at all?

Moreover, as a titled member of the Royal Family, the dynastic name is almost never used and the only correct way to drag her husband's title into this is by saying, "Catherine, Duchess of Cambridge" or "Her Royal Highness, The Duchess of Cambridge".

Nobody really pays attention to silly British rules about name prefixes. But people do like royalty and calling them things that sound about right

Exacerbated by the fact that they stopped adding representatives to the House decades ago. If they had just somewhat kept up with population growth this wouldn't be nearly as big an issue.

Here in Canada in most provinces we have an independent group overseeing these things, so that politics don't get in the way and so that we don't get such crazy districts. I think anyway. Why not copy what we're doing over here? Seems to be working..
