Transport ships are out, you don't need em to transfer troops but you do need safe seas or they will sink easily.

Can't accept trade routes, +7 gold from sent trade routes instead +5 (applied only to you, not partner), +1 gold from villages and markets

What I meant as 'public' was more along lines that everyone is able to know who trades with whom, via first post, and that there cant be no secret trading routes.
I wasn't sure whether the trade change could be done this turn, which resulted in my asking TheJopa and as a result it got done before I could announce it here because I wasn't sure I could do it this turn.

Though this gives a legitimate reason to Khazad and to a lesser extent Balseraphs, as their protectors, to sanction you.
I don't know about the Blaseraphs stance in this matter, but I have also declared protection over them.


ad Mercantilism: M. Nations should get benefits of import but the exporter shouldn't. This would make them unattractive for trades, but they could get the bonus from vassals. The highr income from send routes is good it could be even 8 gold, but the bonus from markets and villages is IMHO more fitting for foreign trade. Mercantilism should get bonuses from having or importing gold, silver and perhaps gems.

With the new republic recovering from its destructive civil wars and the roles of the different castes of Amurite people organized politically, Yilderum Camil and the senate turned their attention to the government itself. The differing factions, only recently reconciled in peace needed defined roles, official recognition, but also limits to their powers and direction from the state.

The ministries were thus defined.

leadership: Marlik Arslan: The Arslan noble house fought in the civil war on the side of Valledia and the aristocrats. Marlik received a noble’s education but was never in line to inherent any of the family’s influence being the third of three sons. That didn’t blunt his enthusiasm and ambition however and when the new republican government was formed, Marlik wasted no time developing and utilizing shrewd political savvy, forming a base of followers and support. Minister Arslan has proven to be as adept a administrator as he is a politician and the ministry has flourished under his leadership.

ministry of foreign affairs
leadership: Tevfik Turhril almost wasn’t a minister and was only barely elected to his office after a highly contested political battle. Minister Turhril, prior to the war, was a commanding officer in Tyrion’s mage army and a competent sorcerer himself. He tends to be traditionally and conservatively inclined but has a healthy respect for the influence of Junil’s church, having faced it face-to-face on the battlefield. In the time since the civil war, Tevfik and his entire household have sworn allegiance to the faith of his former enemies, and has, perhaps surprisingly, embraced it whole-heartedly, becoming one of its most politically high-ranking proponents.
Minister Tevfik is not well liked by the merchant houses due to his isolationist tendencies. The nobles and mages who made his ministry possible may have voted for him out of duty or friendship, but with new republican laws which encourage wealth and trade for every noble house, his character and edicts have made this difficult. His support amongst former members of he magocracy is crumbling as they see him pandering to the religious ‘right’. He may not have the support of either the nobles or the mages in the next election. Despite this, he may be re-elected with the support of his former enemies who are beginning to see him as more and more of a political ally.

ministry of trade
leadership: Kerem Gurek was voted as minister of trade in a landslide victory. Political opponents were unable to even last until elections due to such one-sided campaigning. Minister Gurek, previous to his political career, was an accomplished merchant with several warehouses in the capital and trading houses in every province. He is largely responsible, through intelligent political maneuvering and carefully placed ‘financial investments’ (ie bribes) for the current state of the republic where money buys a political voice.
Since his nomination, Minister Gurek has been instrumental in the recent push to make trade and open markets available to every Amurite citizen and continues to lobby strongly for further policies that encourage trade between nations.
In addition to his friends within the various merchant and noble houses, Gurek is popular with the masses, and is thought to have been largely responsible for the recent influx of foreign capital that has helped the war-torn nation recover and regain its lost footing.
Lastly, Gurek has cemented his political career by becoming fast friends with first speaker Yilderum Camil and they can often be found in deep conversation, animated and enthusiastic, concerning the fate of the Amurite senate and its people.

leadership: Tamil Bahtiyar is an unlikely candidate for a ministry. He is of ignoble lineage, the son of a farmer, a complete unknown in the circles of aristocrats, rich merchants, and the religious elite. Despite his humble background, Bahtiyar was a very ambitious young man and refused to follow in his parent’s footsteps. Instead he begged and pleaded and was finally accepted to apprentice under the accomplished and popular Amurite wizard known as Govannon. Bahtiyar was a faithful and diligent student and though he was unable to pay for his apprenticeship (like most other adepts in training), he made his way by cleaning, cooking, mending shirts, and performing various chores for his fellows. Finally he graduated near the top of his class, having taken a keen interest in classified.
Bahtiyar became, overnight, a popular hero of the masses. Here was one of their own, not a noble’s son, not a rich merchant’s son, and without political connections, who, through hard work and sacrifice had risen to one of the most coveted positions in Amurite society. During the civil war, Bahtiyar sought to reconcile the between the various factions and lobbied for peace. He even went so far as to refuse to fight in Tebryn’s army, a decision that cost him 8 months of jail time
With the end of the civil war, and his eventual release, Bahtiyar became an even more vocal proponent of reconciliation and cooperation. His popularity amongst the common people sky-rocketed. He soon attracted the attention of the political elite, the merchants organized under Karem Gurek in particular. But Bahtiyar was true to the common man and refused to bend his principles.
Ultimately, Bahtiyar has become a very popular politician and has proven to be remarkably free of corruption or vested interests. Although Bahtiyar is sympathetic to the faith of the people, he views the church of Junil as being ultimately responsible for the civil war that has torn his country asunder and takes a dim view on their organization and actions. This, despite his moral rigidity, has won him grudging respect from many of his fellow senators who wish to use him to reduce the role of Junil’s church in political life.

leadership: Nicholas Cassel, who was perhaps responsible for the Amurite civil war would have been elected the minister of war had he not been out campaigning at the time of the formation of the ministries. Despite his absence, the current minister of war, Pasha Jaagriti Babacan could not be more like him. Babacan is the only women serving the republic at the ministerial level. She is a strong proponent of military service and carries herself rigidly, having served under Cassel, commanding the defensive left flank at the decisive battle of tall weeds. She is also an ardent follower of Junil and views the merchants, nobles, and mages with suspicion. Her support base is derived almost entirely from the religious masses and the victorious veterans of the civil war. The merchants and nobles do not like her and she, in turn, has made no efforts to hide her own displeasure with them. Time will tell whether she has the political experience and acumen to survive as a politician amongst so many determined enemies.
Three generals serve under Babacan. They are Count Kamuran Borcus (a noble who fought for Valledia in the civil war), Nicholas Cassel (who led the religious uprising), and Ajda Edrogan (an accomplished mage and summoner who fought under Tebryn in the recent civil war)

leadership: Marcell of Summerspring, winner of the Somnium tournament held in Khazad lands, in what seems like an eternity ago, was acclaimed to this position on the backs of popular support. He has retained his status as a popular hero and his electoral victory, despite a lack of political experience (or even really a definite willingness) was never in question. Despite this, Marcell has proven a sharp and able-minded minister, full of energy and enthusiasm. He has already been credited with the formation of a national wrestling league (think Greco-Roman, not WWE), swimming and running competitions, and recently, together with several villages of the north central lands, the development of the first league for a team sport, rugby. This has proven popular amongst the people. Marcell’s natural charisma, enthusiasm, and relative youth have won the approval of many of the senators who like him for his naivete and spark.

Notably lacking is any ministry of the faith. The faithful and the priesthood have advocated for one, but, for now, they can be no ministry without their de-facto leader. The most vocal and charismatic proponent of the church of Junil, Nicholas Cassel, had been recently awarded a generalship and called away to supervise military preparations at this critical juncture. In his absence, the ministry remains open.

Free trade: IMHO you should gain +1 gold in export as well as import (For both sides, making them more desired trade partners.

The downside...something about infant industries? Stability hits when...something. I really don't know.

There are no parties- think Roman senate with shifting political alliances based on mutual protection, interests (and bribes?) rather then a modern republic with two or three main parties.
Its not as good probably, but its more in character (i am trying to role-play a little bit here- hope you don't mind).

The Khazad vowed to protect the Malakim from external aggression, but no one is entering the desert to kill them. Khazad consider that every country has a right to rule its own land the way they like, so cannot oppose the Calabim decisions. However, Calabim seem to have changed their way all of a sudden, and the Khazad think it would be a noble act on their part to extradite the priests rather than kill them, since they didn't know Calabim laws when they first entered the vampires' country.

It happens that southwestern Khazad tribes used to play a game called 'Soule', which has rules a bit similar to rugby, except they are simpler: The village is cut in 2 clans. A ball, usually an inflated boar bladder, is put in the middle of the village. The clan wins which can bring the ball to the other side of the village.
That's it.
Khazad merchants have been very impressed by the relatively non violent but more athletic and spectacular version of the game developped by the Amurites.

Terrified by the war and starvation in their homeland, and lured by the tales of prosperity, many Amurite citizens fled to Kuriotate cities. Many of them are potent mages. This is definitely a bonus for the Kuriotates.
Cost of researching Knowledge of the Ether is reduced by -100 gold for the Kuriotates

A delegation arrives in Kuriotates lands from the Amurite ministry of Books (by order of Tamil Bahtiyar) led by the renown and respected professor Govannon, head of the Amurite mage's academy.

After finding the Amurite mages who had once fled civil war, he implores his expatriate countrymen,

"Colleagues, Amurite mages, students and yes, friends. I have good news for you. The war is over. No longer are mages hunted and killed by fanatics and rebels.

Mages have lost the government, it is true, but perhaps it is best; now we can focus on our studies without worrying ourselves about rulership. We have also organized ourselves- mages are a guild now- we protect and support one another and seek to expand our knowledge together.
