After human invasion in elven homelands, some hurried negotiations took place. Here are demands of Lydia:

1. Slavery shall be abolished, now and forever on. Former slaves shall be freed, given land to build homes on and will be treated as true citizens. Those who were not Elves will be able to return where they belong to.

2. A Charter of Rights shall be enacted, guaranteeing the basic rights for every citizen. No more shall citizens perish in the darkness, persecuted, trialed and judged by the same man, without anyone knowing, just because they disagreed with eternal winter in their kingdom.

3. There should be revising of feudal authority. While we understand that the law that was passed recently seals relations between crown and aristocracy, those lords that are found guilty of torture, corruption or other crimes shall be persecuted and stripped of titles, and no elf shall be above the law.

4. Guardians of Secrets shall be established. They will take care of internal corruption, internal security and will also supervise all espionage and assassination actions, to keep anyone from abusing them and using them against the kingdom and the citizens.

5. Luchuirp must be rewarded for their loyalty, with a trade agreement, and either return of their golems or paying of 30 gold per golem we intend to keep. We will also share with them our secrets of archery and tracking.

6. Vile Calabim must be sent a diplomatic warning. They also must be embargoed. If they ever declare war on other civilization, we will consider intervention.

7. The Old Ways shall be restored. All elves shall be united in their Religion and in one Kingdom, but where no court will dominate. Eternal Winter is long gone, and there is no reason not to return to the Old Ways, except for greed in some parts of Winter Court.
That being said, we understand that Old Way of rule belongs to history and not to perils of present age. Long gone are times when we were alone, ruling our forests alone, impressing humans who still lived in caves.
There are other kingdoms to the east and west, and we must not show weakness.
So instead of returning to Old Ways, we will reform the tradition, making both sides happy.
Elvenkind will be ruled by two Queens, Summer and Winter, from dynasties of Tyrs and Valary. Formally, their power shall be equal. But while this shall not ever be known to public, Winter Queen will keep more power. There should be one nation and one queen, like one body with one head, and not with two heads like a monster. Summer Queen will sanction the Winter Queen if she works against the kingdom.
The Assembly of Elvenkind shall be established, to represent priesthood, merchants and commoners in the palace, with the power to propose or veto laws, as well and Council of Nobles, per recent noble agreement, with same powers.

8. All lands and armies currently under control of the Summer Court will be passed under control of the new government, and secrets of archery and tracking will also be granted to the new government, providing 150 gold discount to their research.

With help of Luchuirp visitors, who taught them Masonry and Mining, Lanun ones, who taught them how to fish, Amurite, who taught Hippus Shamans much about magic, Khazad who taught them about wealth and Calabim who show them lavish way of life, Hippus become fully civilized nation with two trade routes and with one city - Altheriol-ta-Mealthiel.

Altheriol-ta-Mealthiel is built on coast and has access to Central Sea. Many tribes are already lured to it's glory, some settle in city itself, other build their tents in the outskirts and form villages. City itself is rid of tents and even wooden shacks and is built in the finest Amurite and Luchuirp fashion - Many decorations are built by Luchuirp architects, and many columns and pillars are used to support structure, in Amurite fashion, with tiled roofs and floors.

Building of farms is immediately ordered to support the growing population.

Fawns are wondrous beasts of nature, that serve as reckon units, and preform better in forests than most hunters. They are especially good against animals, and for scouting ahead. FoL religion is required to train them, and Tracking technology. Cost is 50 gold.

Crusaders are holy fighters of the Order. Most famed holy fighters are something between light and heavy infantry, and can also rely upon divine powers to aid them, especially in healing. They have superb morale and bonus fighting undead. They are limited in numbers they can be trained in (one per city plus one per temple) but during war may emerge in large number to defend their homeland. They do not require maintenance. Cost is 70 gold.

Freaks are Balseraph creation. Those mutated, often by experiments or torture, beings are useful in combats as they reduce enemy morale, often forcing great masses of peasants to flee in fear, though more experienced veterans will not be scared. Otherwise they act as heavy infantry, though many lack armor to be truly considered heavy infantry. Cost is 70 gold, and when not needed in war they can be used for freak shows in cities, sacrificing unit for +3 stability and +1 income.

Stone Golems are new Luchuirp creation, made possible after latest improvements in enchantment and manipulating ether. They act as heavy infantry, while keeping all benefits of a golem (always same morale, does not tire...). They are 8 foot tall and made of hard stone. They are heavy and hard to transport by the sea, and also move slowly over bad terrain. Cost is 75 gold.

If everyone is going to a new base of four, why don't grigori go to five total and recieve an extra trade route also? I thought their imperial road gave them one bonus trade route above and beyond their base.... or is their economy somehow that much poorer then everyone else?

Not everyone has four trade routes. Mainly me.
 
I'm just looking at your list and you don't have the Luchuirp as one of the ones who gained a forth route.

Edit: Now that I have a forth, if I'm able to place it this turn send it to the Amurites

It's not that everyone gets one new, it's that some civs were supposed to get it already, I'm just handing it out all at once.
 
New Khazad trade route should go to the Hippus (if they agree to the deal I proposed - Jopa).

Also I'm afraid you're wrong on Kurotates trade route. cf. post 683:
Kuriotates Trade routes: Amurite, Grigori, Balseraphs, Amurite.
Not that I'd mind getting gold from them, but it seems unlikely considering the current tensions between our nations.
