Damn, that was too much of a hint :D (or did you see that I posted something about it in the Covid thread?)
So yes, the map is taken from https://en.wikipedia.org/wiki/Yellow_fever_vaccine#Travel_requirements

Dark green: Everyone entering needs to be vaccinated against yellowe fever
Light green: Everyone coming from risk countries needs to be vaccinated (incl. airport transfer)
Yellow: Same as above, excluding airport transfer
Red: No vaccination required, but yellow fever risk country

The hint itself didn't help that much, but it was the point when the previous hints finally clicked. I actually was vaccinated against yellow fever almost 20 years ago, precisely because of this.

I should have a new map ready this evening.

It might.

There is no country with 0-3?

Yes. Actually, I should have excluded the country with 4, the data for that one is very outdated. The lowest are South Sudan and North Korea with slightly below and slightly above 14

Might be hard to see on this scale, but Costa Rica is in the darkest category as well.
 
It is related to deaths or dying?
