We of Tsedeq would gladly send our seafood to Errovus Secundus. We could bring it to either Arrakis or Incella spaceport, where you could store them and let the Charioteers carry the cargo to Errovus Secundus. This would save them a jump, although our own VK-II freighter admittedly has a smaller carrying capacity than their whole fleet. We would be ready to either bring the food for 5MF and let you negotiate with the Charioteers for their own spendings to reach Errovus Secundus, or we could negotiate with the Charioteers and pay you a fee for the use of the spaceport.
 
I was asked some intelligent questions the answers to which might be of use to a wide range of you, so i will post them here.

Do we get discounts for upgrading troops instead of building new ones?

No but spaceships can be modified.

-Do Action Capable Characters have to be in the same location as a UG to give them a SOP? Even if they have a scepter?

We’ll have to discuss this on a case by case basis. Is there a way for the orders to transmit? Is there another scepter at that site? Can you send your yacht? Generally, if the answer to those questions is no, then the answer to your question is also no.

Please clarify this: The yacht is a UG which requires an ACC to give orders to, but from what you say, it could be used to transmit orders. That's not clear.
Is it acceptable to use the yacht to carry an ACC to another world and have him do something while arrived?

Absolutely acceptable.
Sending the yacht (giving it orders) can be part of a larger set of orders. Your orders might be: Send officers via yacht to such and such place with these plans that my ACC has laid out for them. Or else maybe you have to send the ACC him/herself. As long as its part of a larger order set that makes sense you can command more then one UG.... just make sure it makes sense that its all part of one project.

Thats why you all have yachts.

To clarify, although it takes an ACC to provide orders to an UG, that doesn't mean thier whole turn is done. You could order your ACC to hop on a yacht, go to planet X and start commanding the military UGs of that planet to undertake war against someone or something.

-Is there any way to spawn a new Action Capable Character?

The formula is 1 ACC per scepter, minimum 2. So if you have 4 scepters bound to your characters, all four would be action capable.

-Is there any relation between number of serfs and economic output, or, otherwise said, will augmenting the number of serfs provide a boost to economic output?

Yes. Also research power to a lesser extent.

Also do you prefer orders by PM or e-mail?

Either is fine.

Well as stated we welcome all houses on Clarke to aid in this and we are willing to lower the fees for use of our Spaceport in this mission of mercy. We simply have a relationship with House Eeekin so they naturally came to our minds first. We meant no offense to others. This would of course mean you could use your ship easier from Clarke. Though we feel we need the Charioteers to move the full amount of food stuffs.

Such an action could only result in the starvation of your correligionary freemen on Errovus Secundus. We urge you, out of charity, to reconsider. The spaceships you'd be using to bring your Arrakis luxuries would be better used to bring in food to the needy. Do not let the search for profits hamper the necessary measures of mercy that the current situation demands.
 
House Klorin has heard some concerns from some of the Noble Houses regarding it's LONG TERM plan regarding retaking the Lost Worlds of Humanity. Be assured that this is a very long term goal, enacted only when we have a surefire way to eradicate the Symbiots. We would NEVER put the known worlds at risk.

House Bossheaim agrees with this notion carried by House Tsedeq. Surely, the nobles and richmen can live for a spare without these luxurious products? It would be a pious act of selflessness to follow this suggestion and help provide for the poor freemen of Errovus Secondus.

In the same breath, House Bossheaim regretfully must put to rest any hope of providing such a help ourselves; our fiefs are on poor and mountaineous soil and barely yields enough crops for its own population. We are loathe to our own powerlessness to assist in the current starve, but hope that we can in the future make up for this in the eyes of both man and The Pancreator.

Dear Mortimer Tormah, please do not assume that we have not organized relief efforts from our end to help the Freemen of Errovus Secundus. Because we have not shouted our efforts to the stars in the hopes of recognition, does not mean that it does not happen. To assume that a relief effort and the enjoyment of small luxuries cannot occur concurrently shows a nearsighted blindness. Do you wish to incur the wrath of the millions of citizens of yours and other houses by simply not allowing them the enjoyment of a morning caf, or an afternoon tea? I feel saddened that you would blindly attempt to solve one problem while causing another for all the Noble Houses. Hopefully, the other Houses will understand the complexity of this issue and still send representatives to procure goods for their peoples while also feeding the hungry of Errovus Secundus.

House of Thana regrets that we will not be able to match bids to send food to Errovus Secundus, however will research in to the possibilities of improved seaweeds and fish to aid in developing sustanable Aquaculture on that world.

Who is the nearsighted blind? You are going to hold a fair next to millions of starving people, fair in which you'll display goods they can't afford but which will have been brought by spaceships which could have stopped their hunger. I certainly hope that the freemen of errovus Secundus will no longer starve when your fair is set up, not only for them, but also for your own good. As for incurring the wrath of the millions of citizens of yours and other houses by simply not allowing them the enjoyment of a "morning caf, or an afternoon tea", we are afraid you have a very shrotsighted vision of the importance of faith among our people. Not only can't most of our serfs afford the outrageous prices of your luxuries, but they'd gladly forfeit these in order to save others' lives out of religious duty.
 
We at House Query also echo the sentiments of our friends the Tesdeq.

On another note we have sent a missive to the houses of Tesdeq and Eekim.

House Naprous has already cast its Scepter in favor of House Klorin.

We once again ask that the houses consider investing in our farms, we have stated and will honour our intent to allow investors the majority of profits made as a result as our interest is mainly in stemming the starvation on E2 and gain the security of the investment of multiple houses in the holdings of our own.
We also appeal to the Imperial Regent and House Klorin to consider our vast agricultural holdings on E2 part of the solution.
 
House Query scepter holders have agreed to support House Klorin for the Regency. We would ask our friends to do the same.
