Fixed 1700 AD scenario diplo values

Vietnam doesn't have a 1700 AD Dawn of Man text and I'm not very good at writing one. I would really like some help on this one.

You see my English is poor, and I know nothing about Python and XML codes. So I can only do some bug report, pity...Uploaded a fix.
Could you enable Python Exceptions? That would make it easier for me to detect the issue. You can find in the link how to enable them.

Still because of my poor English, I don't know where you are discussing about a South China civ. Could you give me a website?@soul-breathing
Have you followed the discussion on adding a South Chinese civ? I wonder if you could ask the Chinese civ forum what they think about that idea. They should have more knowledge on that subject than most of us westerners.

The Vietnam update still has something wrong, cities can't build anything, nor the city screen. The initial techs and civics are right.

But generally speaking, historically there is not a South Chinese civ. You may see some time in history China splits to two nations(or even three or more), but they all made "unify the whole China" as their goal. Generally they are all Chinese, not North or South. My own opinion is not to make a South China civ. A Jurchen(Qing Dynasty) civ(as a minority dynasty, just like India and Mughal) or a Modern China civ(just like Aztec and Mexico, or Persia and Iran) may be great. I'm sure this two choices are more popular than South China civ among Chinese players, because we've discussed that for many times on our forum.
After the bigger map imported, that may be more feasible.
The discussion started in this post.
