A suggestion about UHV3:
A never lose city goal is very boring... my UHV3 is "Control 1 city in each core areas of China, France and America after America spawn, and in the meantime make sure there are no foreign cities in Southeast Asia ".
In history, China, France and America have been Vietnam's enemy, and in 1970s, Vietnam had a plan to unify all the Indochina, organize the Federation of Indochina.
You see, Some civs such as Maya, also has a UHV that "Discover the Old World before they discover America", although it's ahistorical; such as Thais, also has a UHV that "allow no foreign powers in Southern Asia", although Thailand never has this plan in history. If you really feel it not suitable, then I insist on the "make sure there are no foreign cities in Southeast Asia" goal, if possible, also could add something about control South China. In history, Vietnam indeed had a similar plan.
I agree with Jarlaxe Baenre. Some UHV are a bit ahistorical, but could be seen as alternate history or with some basis in history. For example, the Thai UHV represent that they didn't got under control by and European colonization civ.
I think I will combine the current "Lose no cities" UHV with a "allow no foreign cities" UHV to make it more interesting.

Agree. A goal that unify all the Southeast is more suitable for Vietnam.
