I downloaded v29 and in pedia there is bug:

Not sure if bug or if Im just being stupid, but the scoreboard graph always shows the first five civs I encounter. The "Show All" button doesnt seem to be working at all (unlike the "Show none", which does work....

You probably don't have enough espionage points against the others. You need enough to be over the required number for the "demographics" passive mission.
