Of course, that's assuming that you have the appropriate promotions. If you're at war or preparing for it you probably want him at home to bolster your production and improve unit performance.
If at peace, then probably in a foreign capital to take advantage of the grievance and loyalty pressure reduction.

Couldn't one move a Great General from a port? It seems on can move it only from a citycenter to another citycenter or port, which is insufficient, if citycenter and port are not adjacent and the port is part of a small sea-zone. Where to post this: bug or suggestion?

So get a city state which is about to be conquered, plant your units around so that it won't be, plant Ibrahim and declare war on the attacker? I'll have to see if someone will attack my city states from now on..I've not tested yet but if Head Falconer or Serasker works in a city-state, your unit near the city may get benefit...?
If it doesn't work, the assignment to city-state may be just bug.
Yes I meant Great Admirals. And my "problem" is: GA spawns on a harbor/port with no oportunity to "beam" to another port/harbor/city. Because there are still small sea-zones in which it is not "necessary" to have ships in the first place - but the additional traderoute is wanted and the citycenter is inland.Ok I'm assuming you're talking about a Great Admiral, and not a Great General, since you mention ports and sea-zones.
a GA (Great Admiral) can be moves in two different ways (actually, all Great Peoples work that way).:
1) If in a city center, you can click on the 'city' Icon and move it instantly to any other city center in your empire. Those City centers will highlight in green and you can then choose one
2) It can move outside city centers just like any other units, by clicking on a destination. You must NOT click on the 'city' icon before you do that. just click on the unit and move it to the tile you want to move it to.
