This depends on whether or not you have access to the resource through a city-state or improvement. If you do, then you should always to be able to heal the unit but, if you only get access to the resource through trading, then you won't be able to heal the unit if you don't have any of the resource.

Yes, there is a search button above the mini map, and is a magnifying glass as @Bonyduck Campersang said. You can look for a type of resource (luxury, strategic) or for a specific one (niter, sliver). If you want to look in just a specific empire type, for example, "Iron Russia(n)" and all Iron in Russian territory will be highlighted.
You may not be allies, but you’re probably declared friends (represented by the teal smiley face). That also blocks surprise wars.
They said they can still denounce so that's not what is going on. It might be a World Congress resolution but I can't remember one blocking surprise wars.

it seems it doesnt match the ones that are under a district tho :/ . I was confused where i was getting niter from until i realized it was under a district in my city lol
It should show you resources under a district as well. It did for me.
