Do I have to know all three words to a Shout before I can perform it? I've killed at least 7 dragons and haven't learned a single shout after absorbing their soul. Two of my shouts are still blacked out, but I only know one word from each.
There are enough souls for every shout to be fully unlocked, right?

Is being a mage supposed to be very difficult in addition to being tedious?
My Conjuration is actually higher than Destruction by 10 levels. Honestly, now I'm wondering why I went mage. I expected fun combat and got handed a crap sandwich. And I've spent so much time on this character that I don't want to re-roll.
Ah, the interface strikes again.
You learn shouts from word walls and use dragon souls to unlock them. You can use a shout with only one word, but they get stronger when you know two or three words (you need to hold down the shout key to use the stronger version or tap to use the weak one).
Go to Magic->Shouts, select a shout and press 'R' to spend a soul to unlok it.
This will only allow the basic one-word version. If you have learned the other words you need to unlock them too, a complete shout will cost you three dragon souls.
