I believe that is either Spain or Portugal.

In this game it was a Spanish vassal, Spain had killed off Portugal early (so I could nab Brasil!) and they've only just respawned.

Other funny point is that when the Dutch vassalised to me to protect them from the Spanish the many defensive pacts brought France and Germany into a war against us as well, and Holland got steamrollered. Now they are quite happy with an Australian capital, but do not seem to want to expand. I gave them two settlers in Africa and they placed them both within two squares of their cape city.
