agreed by whom?Because divergence within the women group is the agreed constraint of the completion. Without rules as such it is not fair or competitive.
There are plenty of situations where divergence is limited and removed for the fairness of the sport.

Someone pointing out that the rules are arbitrary (if not by design then for sure by implementation / in their rulings), does not mean they therefore want no rules.
