It's the default silhouette for random leaders, and there is no connection with the unrevealed leader.
FXS_Sar's reply on the matter: - Also, wanting to clarify silhouette is actually the "random leader" silhouette from in-game! Not a 1:1 with our Leader we're debuting (Apologies if this was confusing!)
I believe they will still follow alphabetical order and Hawaii will get revealed on Tuesday, with Spain and Isabella appearing on Thursday as a civilization that embodies the theme and gameplay of the Exploration Age was needed.
There is also no guarantee the silhouette belongs to a leader, it might be a silhouette specifically made for the "random" choice in the selection screen.
(This is my understanding of Sarah's statement anyway.)
I'm going to be optimistic and say that "reveal" means we haven't got the name officially mentioned yet (which would exclude Spain,) and we'll get a Majapahit Game Guide Tuesday and Hawaii revealed with a Hawaiian leader in the stream.

Wit the first two Dev Diaries being Ages and Leaders, and now Cities and Towns... it really sounds like they're paying attention to what the community has more questions about to pick for the dev diaries!
Can you explain in detail what the difference/nuance is between CONQUERED cities and towns and CONTROLLED cities and towns ? Wording in the Mongolian civ reveal leads us to believe that the nuance is important gameplay wise.
A question I’ve been wondering a lot recently is: How many of the bonuses unlocked in a civ’s unique civic tree from a previous Age carry on to the next age? They often have increased settlement limits, and perks for unique infrastructure, for example - will these sunset on Age transition?

Isn't it just: Controlled -> settlements you established and currently control / Conquered -> settlements you didn't establish but currently control (conquered them from someone else)

I'd say so. Then there is the question of the status for conquered settlements in ancient age and their status in the next age. It would be OP if Mongolia would get those counted towards them, I'd say.

I’d say any settlement you have=Controlled
Settlements founded by you=founded & controlled
Settlements that you are currently occupying in a war=occupied & ?controlled *?
Settlements you took in a peace agreement =conquered & controlled
*I could see “contolled” meaning it’s not being actively contested (no rebellion or war over it right now)
