The southern part of Canada is all grasslands and plains ingame... I've never seen it not settled.

And I meant what do you mean by "You think Boston is For Canada"?
 
cause they are in the real borders of Canada and only a few cities are settled.not a lot
 
That's pretty odd. In my games it usually gets filled. In fact, in my current Spanish game Germany decided to settle it.

(Seriously, who remembered that Inca was what Spain is now color wise? And Spain is a peach color? Also, England and Japan switched colors.)

Yeah, I was really shocked when I learnt it.

To be fair, I'm trying to avoid that in DoC as often as possible as well.

Since ever? The ability to found cities so close to each other is a feature of RFC.

But you can do this. CxxC.

You have to have the tile a city is on 3 tiles away at least in vanilla. It's done to give cities some room. However, enforce that in RFC, it is entirely possible for some nations to not even be able to place their capital. Or have more than 1 or 2 cities in their core. Good example is Italy and Greece, which are very small. the netherlands is a good example of a nation which could be blocked from having a capital.
